When exporting via impexp and you choose "Save as file" with "add files in a separate location" then import/export stores the data in typo3temp/var/transient/export-xxxxx/ - in composer-based installations this is outside the document root and not available via FAL.

When export is creating these files, import/export is using the non-FAL-API, which is correct. However, when finishing the export, thus, moving the data into e.g. fileadmin/user_upload/_temp_/importexport/myexport.files/ FAL is used and fails, as the source location is a non-FAL storage.
