Description

Hi everybody,
seems like there is a bug with the language pack downloads in the Backend in TYPO3 10. Seems like the "*-l10n-*.v10.zip" files don't exist.

This is the response:

Steps to reproduce:
  1. Log in to a TYPO3 10 installation
  2. Switch to Module "Maintenance"
  3. Open "Manage Language Packs"
  4. Add language (e.g "de")
  5. See message: 
    Language packs updated
0 new language packs downloaded, 0 language packs updated, 24 language packs not available

This also happens when trying to install single language packs.

Tested on a newly installed TYPO3 10.0.0 and 10.1.0-dev with PHP 7.3 and ddev.
