Move extension configuration form viewhelper into sysext:core

Description
We will use the same technology, currently only applied in install tool for extension configuration, in sites module for site settings.
The ViewHelper can be used by both modules, but in order to not introduce dependencies to sysext:install, the class needs to be moved.
