Link wizard window - encoded characters in "Current Page" subtitle

Description
H2. Steps to reproduce
1) Create a page, name it page && ><
2) Create a content element, use the content element > header_link wizard to open the link wizard popup
2.1) Alternatively, use the CKEditor, type something, select it and click the link button
3) on the link wizard, select the page created at point 1) and save
4) Open again the link wizard
Results:¶
On the wizard, the black area with the "Current Link:" reads
Current Link: Page 'page && ><' (ID: 84)
Note¶
Present on TYPO3 10.2.0-dev (latest master, 9.5.11 and 8.7.29
