With 9.0 the new syntax to import TypoScript files were introduced. See: https://docs.typo3.org/c/typo3/cms-core/master/en-us/Changelog/9.0/Feature-82812-NewSyntaxForImportingTypoScriptFiles.html
This syntax was not fully adopted through the core.
