Non-admin Backend users cannot delete records

Description
In both 10.3 and the current master i have the problem non-admin Backend users cannot delete records.
After deleting, there is no error message and no log.
- It's just back in the side module
- It disappears in the list module only because the AJAX call is successful, but is there again after reloading the list.
Even when deleting image references, the references are not deleted.

Edit: It works if i activate the access group permission "Delete Pages", but that should only apply to pages and not the content.
