Add "allow list" for php.ini setting disable_functions

Description
I have a TYPO3 installation running at a hoster, who set disable_functions=set_time_limit via php.ini for some reasons.
This causes an error in the enviroment check, which leads to permament alerts in my monitoring system. But the function set_time_limit() is neither called in the TYPO3 core nor in any installed extension.
As an experienced/professional TYPO3 user, it would be great to have an option to tell my installation, it does not need to care about disable_functions=set_time_limit does not need to generate errors in the environment check.
