Use placeholder config for ckeditor

Description
With #92412 the ckeditor has been updated to version 4.15 which got a new plugin called "editor placeholder" https://ckeditor.com/docs/ckeditor4/latest/examples/editorplaceholder.html
this can be used in combination with the placeholder config of TCA
