PageTypeSuffix must be rendered only from the root

Description

Hi,

When adding a "PageTypeSuffix" in the "routeEnhancers" configuration, is it allowed to fetch the content from any parts of the website.
In fact only the root can access to the path.

For example in typo3.org, I can access "sitemap.xml" from everywhere.

- Ok : https://typo3.org/sitemap.xml?sitemap=pages&cHash=9c3de94939cf4cb8d48da030ad39e633
- Not ok (has to be a 404 error) : https://typo3.org/help/documentation/sitemap.xml?sitemap=pages&cHash=296d4af32a66685cad2bb736d41a538b
