moved translated Content Element is not visible on FE Preview

Description
this happens not in v10
Steps to reproduce:
- Have an installation with a Workspace and at least one non-default language.
- Have a Content Element in default Language, with Translation in live WS
- Switch to WS
- move the Content Element in default Language to an other page
- the Translation is also moved, which fine, Backend looks good
- Click the "View Webpage" on the non-default language, to see Frontend-Preview
- the translated Content Element is not shown

i have attached a db dump after the moving operation (pages, tt_content, sys_workspace and sys_language)
