#94057 breaks site configuration in 11.3

Description
The Site Configuration Module of current 11.3-dev branch doesn't load the languages correctly (see screenshot).
In 11.2.0 it's working. I tracked the issue down to the changes applied in #94057 (https://review.typo3.org/c/Packages/TYPO3.CMS/+/69255)
Currently running with php 7.4 an introduction package. Tried also with php 8.0 which shows the same result and a warning.
