Recently switch to user partially broken

Description
When using the "Recently switched to" links in the toolbar to switch to another user, this sometimes just opens the backend users module.
Steps to reproduce:
- Go to Backend users module and access the "backend user groups" Action from the Module menu
- Go to another module, e.g. page layout
- Open the user toolbar dropdown and click on one of the "recently switched to" links
=> Expected: Switching to this user
=> Actual: Backend user module is shown
