Less verbose error pages that also display the error code

Description
TYPO3's default error pages currently include a long text about TYPO3 being open source and that there is absolutely no warranty. This is a public relations issue because it puts emphasis on the lack of warranty and has often been interpreted as a problem with the CMS, rather than a problem with the site/installation. The errors are also seldom related to TYPO3's warranty or open source, but rather issues caused by by (lack of) maintenance or server-specific issues.
This feature will reduce the error message to the error title and description, as well as dispplay the error code.
