PageModule displays language view even without languages

Description
Given a multi site instance, one with languages configured, one without.
Working in the first site, PageModule is in Language view (so backend layout rows are ignored).
Now switch to the second site, that without languages, now the dropdowns in top disappear and the editor is stuck in language view without BE Layout and without option to switch to column view.
I suggest to always display the dropdowns, even for default language only. Makes for a more consistent experience and spares the shock of 'huh, did I break it, where are my backend layout rows' (this happend to me).
