Linkwizard in IRRE element appears behind overlay

Description

When I add a new IRRE element or want to edit an existing one with a link field in it, the link wizard modal appears behind an overlay.

It also seems like the modal is loaded twice. So there are two modals and two overlays.
Because when I remove the overlay and close the modal there is another modal behind it.
