Description

if the user settings are empty, the constant editor doesn't show any constants because there is no fallback to 1st item.

to reproduce:

  • check constants editor > some constants are shown
  • switch to user settings > clear settings
  • switch to constants editor: the select menu shows "content" but no constants are there
  • apply patch & retest
