Description

If an extension containing a service is required as dev dependency and the project is after a normal installation installed without dev dependencies an exception is thrown in the ServiceProviderRegistry.

To reproduce the extension Mask can be installed as dev dependency:

typo3cms database:updateschema '*.add,*.change'

[ InvalidArgumentException ]  
  Package mask is not active
