If $GLOBALS['TYPO3_CONF_VARS']['SYS']['systemMaintainers'] is an empty array, every admin user considered being a system maintainer, as documented at https://docs.typo3.org/c/typo3/cms-core/main/en-us/Changelog/9.0/Feature-82266-BackendUsersSystemMaintainers.html.
However, there is a check implemented aimed to check for an empty string to disable this feature altogether, albeit it's undocumented. This check is not correctly implemented, resulting in loss of access to the system maintainer modules.
