flatpickr defaultHour

Description
In the previous Typo3 versions, the date picker of the backend forms selected the current time as default.
The new flatpickr instead selects the 12th hour and does not fill the input field on focus.

also would be nice to have an configurable defaultHour: "thisHour" or int value (0-23) to speed up editing starttime of event records by setting "20"; same for the minute
