User TSconfig options.file_list.enableClipBoard = activated disables clipboard buttons at the top of the list so the clipboard cannot be used

Description

Setting User TSconfig options.file_list.enableClipBoard = activated activates the clipboard and removes the toggle switch at the bottom but the clipboard can only be used for single files with the more options button in every line as the buttons above the file list just don't show up. Seems like they need the manual 'activate clipboard' click.

Setting back to 'selectable' properly works: clipboard can be switched on and then it can be used.

Tested in 11.5.17
