Improve usability of "Create Administrative User" function

Description
When the "Create Administrative User" is used in install tool, all fields get cleared regardless of, if a user has been created or not. When the password is e.g. too short, a message is shown and all fields are cleared. The user has to input all fields (username, password, email) again which is not very user friendly.
