Hide edit/delete buttons for site configuration

Description

For our projects site configuration is added to git and we don't want anyone to edit or delete them through the backend. We can of course set the file/directory permissions to read only, but in the backend the edit/delete buttons are still there. It would be great if there's a check to see if the file can be edited/deleted and the buttons are not shown if they can't be.
