Dashboard widget "Pages missing Meta Description" does not show any result for non-admin user

Description
Reproduce¶
1. Configure a user with access to pages with missing description. The user has permission to edit the page and has been given permission to edit description field.
2. "Switch user"
3. Got to dashbord
Expected result: results should be displayed
Actual result: No results displayed. Instead a message is displayed:
There are no pages with missing description. Good job!
