Description

The documentent feature to set relative target urls
for sys_redirects is broken again, albeit fixed or
tried to fix with #101083.

Following error message occurs with discarded target
value:

Error message: 1: Link type "unknown" is not allowed for the field "target" of the table "sys_redirect".

It's unclear which change broke it again, but the
documented feature should work again.

Side-notes:

previous patch for issue #101083 was solely about (existing) "path identifiers" and linking to the base URI "/" (which is the base-folder of the fall-back zero-storage)
linking to arbitrary (non-existing-FAL) resources like "/test/whatever" was from IMHO not in the scope of the patch back then
thus, there was no regression here - the patch back then simply did not cover those scenarios
I verified that the mentioned behavior of this issue also did NOT work with 089578d8a09840837f49d14adb7f9b8d8024f82f of https://review.typo3.org/c/Packages/TYPO3.CMS/+/79698
