Styleguide Frontend not working when used with Site Sets and missing dependencies

Description
With 13.3-dev trying to use the styleguide frontend utilizing Site Sets results in a "Typoscript error: No page configured (type=0)" error.
This is because the dependencies of EXT:styleguide do not list EXT:form and EXT:indexed_search as dependencies, but the site sites do.
(Background: Site Sets have a "hard failure" when dependencies are not resolved, disabling ALL site sets on failure. This is exposed on the error log, and needed to prevent the backend not being able to work on failure. The frontend then only accesses an empty Site Set compilation result and cannot distinguish [at this time] between "No Typoscript configured" and "No properly resolved Typoscript configured. There is a distinct issue for this)
