Unused elements when switching languages in the backend with the same ID as active elements

Description
Hello,
I have a question about Typo3 13.3. I installed a clean version, adopted all the required extensions and settings from Typo3 13.2.1. Then I imported the database snapshot from 13.2.1. So far everything is working. All pages are as they were under 13.2.1.
In the backend I have the problem that when I switch the language from English to German, unused elements are displayed under Layout. All elements are displayed under Unused with the same ID as the active elements. If I delete the unused element, I also delete the active one. Can anyone give me a tip as to what is going wrong?

I faced a similar situation when copying a (translated) page tree. Can you elaborate how you imported the database snapshot from 13.2.1 ? Via import/export?

I exported via DDEV snapshot and imported via DDEV restore. In the meantime, I also exported and imported via phpMyAdmin. It makes no difference. Yesterday I installed a new project and installed typo3 13.3 cleanly. Then I installed all the extensions I needed. The settings and languages were set as in Typo3 13.2.1. After the database import, the result is the same. Even new elements that I create in English are displayed as unused elements after translation.
I'm slowly losing track of what could be wrong. It would be nice if others tested whether it was a core problem.

The same result after importing to 13.4.0.
This issue is easily reproducible. Simply create a page translation with Content Elements and switch to "Layout" view. Then you see your Content Elements twice. One in normal column and one in "Unused".
