Missing action icons in workspaces module

Description
While working in the workspaces module and hovering over the row of a given element, I only see the "Swap" and the "Send record to next stage" actions. Is is normal that there's no "Publish" action? Does the record have to be "ready to publish" in order to have that action visible?
In the old module it used to be possible to publish a record no matter what it's stage. So I'm wondering if this is a bug or was changed by intention.

Note that I do have the "Send record to previous stage" icon afte the record has moved some stages. It's just about the "Publish" button really.

HCI left it out in the designs - iirc this happend on purpose but I think we should ask them again // Sonja is going to contact Jens about it

If the label beside the green "-->" icon would be called "Publish" if the next stage is "Publish" we don't need a Publish BTN.
No redundancy here, please. Lazy Power User should be the once which need to learn TYPO3 for a new side, not the default Users.
To me it should like redundancy and a feature for Lazy Power users to have a additional "Publish" BTN.

BTW: Can we remove from the legend the "Record" in all Labels?
The Legend doesn't fit than to the details and it looks overloaded.

I understand. But then it feels weird to have the "Swap" action available before the record is ready for publishing...
