Limit to Language does not work for pages

Description
Even though you've set "Limit to language" in your backend user group you'll get a selection of all defined languages on the "Edit page header" form.
We've a working solution (was not that hard) and we'll release it as an extension (XCLASS) anytime soon (except for a 3.8.1 release in near future??) after we did some live tests. Contact me in the meantime for any further questions.

when I install the extension and am logged in as admin user I get the following sql error in the column overview:

I assume this happens becaus admin users cannot be restricted to languages...
Could you please supply a patch file so we could merge that with the core?
