Admin Tools limited to Online-Workspace

$MCONF['workspaces']='online';
in all admin tools (except belog) limits the tools to be only available in the Live-Workspace. Imho its quite exhausting to switch from Live- to Custom-Workspace back and forth while fx. configuring BE-User-Roles.
If there is no need for that limitation anywhere else, id suggest to not disable the admin tools for admins anywhere.

Any other comments? I think it would be logical to deactivate them - however I see your point.

I also udnerstand that it is hard to go forth and back! BUT since the chosen workspace of a user is something that applies to your entire session you will not be able to edit users and groups from Tools > User Admin unless you switch to Live workspace anyway!
The only solution will be if it is possible to set the Live workspace temporarily while inside the Tools > User Admin module. I will see if this is possible....
As a workaround you can use two admin users and two browsers :-)
I put this to "won't fix" as this issue wasn't touched in the last 4 ys. I think we should keep it that way, because it will confuse people a lot if they think they can now install extensions just in a workspace or edit user rights on a workspace. There is no clear information that some information is related to a WS, and some is "global".
The common way to solve this these days is with 2 browsers.
