Tables can not get hidden in Web>List module

Description
There is no possibility to hide a complete table in the Web>List module. This can be required if you have a table to which you just create references from another record and do this by some (the default) "New record" wizard (Next to a DB-Relation field).
It should be possible to do this either via TCA for a table to disable it completly (also for Admin-Users) and also a way to do this via User/Group TSConfig to disable it only for specific users.
A patch which accomplishes this is attached
