Web>page "new content" allows creation of lost records

Description

When a page is in state "review" the saving of changes to the page and its content elements are handled on save.

But if you add content via the big "new content" button you may save the content. It won't appear in in Web>page or Web>list but is shown if you try to add another CE with the button.
