Description

When ordinary users attempts to publish contents of a draft from live, he sees error message: "Attempt to set stage for record failed because you do not have edit access". This does not give any useful information.

Ordinary users should publish workspace from that workspace, not from live. In ideal case they are not supposed to have access to Live at all.
