HTTP Error when trying to upload extension: Improve error-handling

Description
When I try to upload an extension I keep getting this message:
HTTP Error: server failed to send headers
I have tried uploading the extension from different installations and from different servers - always with the same result.
The extension is a rather big - about 200k
(issue imported from #M4887)

I have uploaded the ext_emconf.php file of the extension.
Write an email to the admin of typo3.org to give you more space than 100 kByte for your extension which is the default limit.
This doesn't seem to be a bug. If none objects I'll close this one in a while.
No, I think an improvement should be done here.
The user shall get a better error description and not only the info that it did not work.

The current EM does not handle Extensions upload at all, so this is no issue anymore. Please see #45962 for an alternative (upload on typo3.org).
