Description
I launched a discussion in the Dev ML about introducing a "User Tools" module. Indeed there are quite a few BE modules that can be considered tools but if they are put in the Tools module they can never be accessed by non-admin users, because of the admin-restricted access of the Tools module.
After some discussion the suggestion seemed to be to lift the admin restriction on the Tools module. Here is the corresponding patch.
