Versioning clickMenu option only available for Admin User

Description
The Versioning clickMenu option is only available for Admin User even if the BE user group used have access to the versioning module
Typo3 V4.1.3
In order to get the Versioning clickMenu option i have to add the 'txversionM1' in the groupsMod field of my BE user group record.
(see typo3/sysext/version/class.tx_version_cm1.php line 69)
Then i can create a new version for my page, but when i want to see a preview i get the following error message :
"The requested page didn't have a proper connection to the tree-root!
(Broken rootline)"

The issue : 0001893: "Broken Rootline when a Editor view a Page that is not online" seems to be resolved with Typo3 V 4.1.2
But i still have this problem in the live workspace
