If you change the stage of an element in the workspace, you can add a comment which is reported as "User Comment" in the notification e-mail sent by TYPO3. Although the e-mail header states that the used codepage is UTF-8, the comment seems to be encoded as ISO-8859-1.
To verify, enter a German umlaut in a comment.
