Fulltext help breaks docheader in filelist

How to reproduce:
- Set "User tools" > "User settings" -> "Startup" -> "Show help text when applicable:" -> "Display full text message" Go to "File" -> "Filelist"
Expected result is a hover like in the docheader of the page list module?

I will look to this and make a parch. Should be easy as it's simular to pagetree

Taking a deeper look at the pagetree I found out that if "full text help" is not set, then the pagetree and all other docheaders show a popup with the help text on hover, but if "full text help" is enabled they do not.
So this is completely inconsistent. Should we change this behavior in another issue?

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
