language changes when switching position is web>page

Description
When mod.web_layout.defLangBinding = 1 is configured then web>page is enabled to use language "all" in the default language column.
When trying to reorder the elements with the up/down buttons it may happen that the language of the elements change. I think it is (mostly) set to the default language, but I think I have also seen to change to "all".
Note: when mod.web_layout.defLangBinding = 0 web>page will NOT show any element with the language "all". To see the element you have to use web>list.

Please test patch attached to issue #16845 with TYPO3 4.5 or current trunk.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?
