Installer deletes ENABLE-file too early when system Timezone doesn't fit PHP timezone

Description
We have a server that's running in GMT time zone (regarding the filesystem time), although we're GMT+2. I guess that's why the Installer will always delete the ENABLE_INSTALL_TOOL file just one minute after I created it.
Didn't test this yet, but probably filetime() and time() return different values.

You can put the string KEEP_FILE in the ENABLE_INSTALL_TOOL file, but then you will have to take care to delete it again once you have finished your work in the Install Tool.

as this issue is very old. Does the problem still exists within newer versions of TYPO3 CMS (4.5 or 6.1)?
