Description

The management of workspace-access rights is inconsistent, members and reviewers can be assigned via user-groups, owners need to be assigned personally.

The attached patch changes that towards better consitency. It makes the existing configurations incompatible but that can be fixed with an easy upgrad-script (which I could provide in another patch)
