Description

Just installed a blank 4.4.0 beta1 environment. (dummy+source)

After login the usual warning message that the reference index is empty is displayed.
Clicking on the link and updating the index seems to work as it confirms that 1 record in 13 tables where updated.
Going back to About Modules reveales, that it didn't work, because the warning message shows up again.

A check with PMA confirms this; ref-tables are empty!

- Update reference index.
- Look into DB, the tables are empty

Apache, PHP 5.3.2 on Fedora Core 12
MySql 5.1.44

forceCharset = utf8
DB tables all utf-8
setDBinit = set names utf8
