Can you give me a step-by-step explanation, how to reproduce this?
For me it's highlighted yellow (creating new workspace, changing a page)

sure I can:

In the live workspace:
- click on a page icon in the page tree and choose "Versioning"
- Create a new version of the page via the "Create new version" button
- Switch to draft workspace without changing content in the new version
- See the indistinguishable colors

Alternative way:
Edit the page properties of any page in the draft workspace without editing content.

And when I have no draft workspace? :-P
Should this also work with other user-created workspaces?

yes, häschen :-P, it works the same way (you have to use the description "alternative way")

Waiting for feedback from Sonja about the highlighting of the other versioning states before RFC

I suggest to color the pages belonging to the selected workspace, and use one color for one workspace. Maybe in workspace you can define a color.
For 4.4 i would use the same color as the workspace indicates (yellow)
