It does not work with suhosin, if you have the parameters for cookies on.
suhosin.cookie.encrypt = on
suhosin.cookie.cryptkey = Test123456789
Server: Debian5x, Ubuntu 8.04x, Ubuntu 10.04x
Client: all Plattforms with Adobe Flash 10.1x (Ubuntu 10.04, MacOS X 10.6, Windows XP)

Very nice hint. After deactivating suhosin.cookie.encrypt the Flash uploader works fine.
