Workspace Manager doesn't respect "Limit to languages" user setting

Description

The Workspace Manager always shows records from all languages, even if the backend user is limit to one language.

1) Create a page with two languages, a workspace for this page and two backend users each limited to one language.
2) Login as User A (e.g. default language only) and modify the page in the workspace.
3) Login as User B (e.g. german language only) and go to Workspace Manager.
User B will see the changes from the other language and is also able to remove it without permission to this language.

Work around: If you create a user group with those langauge limitations, it seems to work.

According to Bug #29208 , this should be fixed in 4.5 and later. Since 4.4 is not supported anymore, this should be closed.
