One more thing that would get better moving the label's placement would make it impossible hiding the tool it describes.

Found still one way to bug it. Long label floating on left can be hidden behind page tree. Even if there would be enough room to float somewhere above the label. Not a big problem thou.

Really narrow right column should be used to reproduce this bug. Narrowing down the browser window.

this only happens if you reduce screensize smaller than the input fields. i would say it's an edge case and really minor. You still can click on the label to read complete text.

Fixed target version, always set target to final release, use "Fixed in Version" for specific preview releases...

#24578 will fix this by moving them to the top by default.

I would say that it's not possible to position content outside of the iframe.
