Circular dependency of taskcenter / sys_action

Description
Both extensions depend on each other. So, unable to install them, except you choose to "ignore dependency".
How to reproduce:
Assuming, neither taskcenter nor sys_actions are installed. Go to Ext Manager, select "Install extension", click install icon on "User>Task Center" (extKey: taskcenter). Dependency error with "sys_actions" appears:
Extension "sys_action" (User>Task Center, Actions) was not installed. You may want to install it.
Click "Install now (opens a new window)", new window opens and shows dependency error:
Extension "taskcenter" (User>Task Center) was not installed. Please install it first.
...and so on.
Tested with:
- TYPO3 4.5-dev (svn revision 9766)
- taskcenter version 2.0.0
- sys_action version 2.0.0
(old Ext Manager, not the new beta-EM)

taskcenter suggests only sys_action. It doesn't depend on it.
I agree that the difference between the "an extension requires another" and "an extension suggests another" is hard to distinguish, if you think to know, what the message wants to tell you.
