The newly "System News", located on PageID 0 does wrong hsc (htmlspecialchars).
In backend RTE you enter "Text" (with surrounding quotes), and the Qutput is this:
& quot ; Text & quot ;
should be "Text"
i guess htmlspecialchars is called twice.
