Css Tags like <b> or <br /> are not replaced, shown like bUsername/b

Description
Hello,
I have a problem with my Typo3 4.5.2.
In the Backend and also in the frontend the Css Tags like <b> oder <br /> are not replaced they are shown without < and > like the example in the subject.
Normaly: <b>Username</b>
In my Typo3: bUsernmame/b

I had this on some sites. It turned out that it was related to use of RTE within FCE when using TemplaVoilà.
After digging a bit, I found that:

and a solution:
which was to add this to localconf.php
$TYPO3_CONF_VARS['BE']['flexformForceCDATA'] = '1';

Hello, I tried that but that was not the solution. I've still problems in the frontend and backend with the CSS Tags.

Today, I found out that the problem is caused by the xml translation files.
I use the newest version of libxml, php and typo3. And I also make use of the hints in the posting above.
Please help me to find the problem and a solution for it.
