Test-Task should check for PHP CLI Memory-Limit

Description

There should be some checks for settings (e.g. memory-limit) e.g. in the Test-Task.

PHP has different php.ini files for CGI and CLI.
It would be helpfull, if the Test-Task could create a report with some recommendations, especially, if memory-limit is less than 64MB...
The Report could be added to the test-mail, sent by the test-task or could be attached to the 'Check COnfiguration' part of the scheduler.

This is true at least in current master (6.2). I don't know when it was implemented.

This ticket can be closed because after the merge of https://forge.typo3.org/issues/56569. The system environment is not taken into account any longer when the system report is executed from cli.
