Allow editors to see multiple WS

Description
I am using latest git version and got a feature request:
Currently only admins can see all available WS. Is there a reason for that?
$wsService->getAvailableWorkspaces() will deliver only those ws which are allowed, so the complete if-part in ReviewController::indexAction could be just removed?

It would still be nice to have the tabs available even for non-admins, e.g. by defining a usergroup. We've got an installation with over 70 workspaces and a non-admin reviewing the changes. Tabs would make life much easier. The list is too long to see all workspaces (at least on normal screens)...
